Project description:

The „e-Health in Functional Area Malbork-Sztum” is aimed at comprehensive digitization of public health units (Powiatowe Centrum Zdrowia Sp. z o.o. – hospital in Malbork and hospital in Nowy Dwór Gdański, and the Center for Addiction Prevention and Treatment in Malbork) to improve the quality and effectiveness of patient care.
The project implementation will result in adaptation of the IT systems in the units to data exchange with the Medical Information System and with systems of other medical entities.
The project will be implemented within the Pomorskie Voivodeship, Malbork Poviat, town of Malbork, and in Nowy Dwór Poviat, town of Nowy Dwór Gdański. The project is intended as one of the ventures planned for implementation as part of the Integrated Territorial Agreement for the Urban Functional Area Malbork-Sztum.
The investment will cost PLN 3.25 million, and EU financing with the funds from the Regional Operational Programme of the Pomorskie Voivodeship for the years 2014-2020 will amount to nearly PLN 2.5 million.
The project is implemented by Powiatowe Centrum Zdrowia Sp. z o.o in Malbork, seated at ul. Armii Krajowej 105/106, in partnership with the town of Malbork, the project implementing unit of which is the Center for Addiction Prevention and Treatment, ul. Nowowiejskiego 48, Malbork.
What will be created and when?
The project covers actions aimed at:
• developing the e-Patient on-line service platform for Patients and Counterparties,
• updating the possessed software to meet the requirements of Electronic Medical Documentation,
• launching the e-health system (installation of the necessary software, training of personnel),
• launching the Electronic Medical Documentation (EMD) system,
• modernizing the data communications infrastructure of the facilities,
• purchasing computer equipment along with system and database software,
• meeting the requirement of system integration with the regional and national platforms.
According to the co-financing agreement, all the actions will be completed by 31 March 2019.
Benefits for patients
The new IT system implemented under this project will be responsible for effective and secure creation, processing, collection and distribution of medical data related to patient treatment history. It will enable the patients remote online access to:
• disease history (e.g. hospital discharges, referrals)
• results of examinations (radiological, laboratory, epicrisis, cardiac stress tests, ECG, EEG).
The system will also support physicians in assessing the patient’s health condition, facilitate access to full medical documentation – present and historic, enable to print out any forms used in the given medical facility and offer the statutorily required settlements and statistical reporting capabilities. It will also enable electronic communication with respect to referring patients to other organizational branches of the facility (order) and obtaining the results of the ordered activities.
The new IT system will also allow to utilize the Internet to register individual patients and provide services commissioned by counterparties of the facility. It will significantly streamline the organization of the medical care process. Patients will receive confirmation of the appointment made via e-mail or text message, and in case of unplanned absence of medical staff a notification on cancellation or postponement of the appointment date.
Patient will be able to view the disease history at any time (Electronic Medical Documentation). After logging to the system, he will be able to browse all the visits, recommendations, prescriptions and examination results, e.g. to transfer them to another doctor or carer, in case of elders or children.
The implementation of the project will also ensure the possibility of including into the electronic medical documentation of the given person documents created in paper form, including examination results and descriptions, or treatment history.
Thanks to the full medical documentation of the past diseases or treatment methods, the physician will be able to learn the health condition of the patient faster, providing him with effective care. Therefore, the expansion of the EMD system will increase the quality of the services provided in the covered medical facilities and increase the level of patient safety.
The project will also result in personnel of the facilities as well as the patients themselves obtaining access to the e-service platform via mobile devices, such as laptop or tablet. The above solutions are aimed at counteracting the phenomenon of so-called digital exclusion, affecting in this case patients of the hospital who use the medical services in stationary mode. Internet access points will be arranged within the facility at a convenient location, to facilitate access to the system for all patients staying within the Hospital premises to the furthest extent possible. The needs of the disabled will be considered in particular.
