Project Description

Urban redevelopment and upgrade of the ‘1000-lecie’ Housing Estate in Kartuska Street – an opportunity for development of Kościerzyna as a whole.

Nearly 10 million PLN has been allocated to Kościerzyna from the Regional Operational Programme for the Pomeranian Voivodeship 2014-2020 for the urban redevelopment and upgrade of the ‘1000-lecie’ Housing Estate in Kartuska Street. This means that the space of that residential area is going to acquire a new identity. Of what kind?

The first stage of the project sets out to carry out renovations on 23 of the multi-family residential buildings (apartment blocks) which belong to the Housing Associations and the Housing Cooperative and on 3 communal buildings. The scope of work to be carried out in each building varies and includes, among others, cleaning, painting and facade insulation, renovation of balconies, roofs, stairs, entrances, stairwells as well as an upgrade of the surrounding areas. 35% of the expenses will be covered by the Housing Associations and by the Housing Cooperative.

The second stage of the project, in 2019, will involve a major overhaul of the buildings in Tysiąclecia 1 Street as well as of the boiler house in Kartuska Street. Both will be adapted to fulfil social roles, the most significant of those being the establishment of the Centre for Social Integration – a place for social and professional activization and integration of the residents of the Estate where the upgrade project is being carried out.

Carrying out alterations to roads, car parks, pavements and accompanying infrastructure (stairs, parking bays, CCTV monitoring system) is the next, third stage of the initiative which focuses on neighbourhood’s image improvement at the ‘1000-lecie’ Housing Estate in Kartuska. This stage also anticipates an upgrade of water supply and sewerage collection systems.

The final stage of the Estate redevelopment will be an upgrade of the areas surrounding the buildings and of the outdoor shared spaces within the Estate, including the development of the historical park adjoining the District Schools Complex No. 2, where among others an installation of a new lighting system and a construction of pedestrian pathways has been planned. This final stage of the Project includes among others:

  • a regeneration of the existing green spaces along with installation of items of street furniture,
  • construction of a children’s playground,
  • construction of a socializing space aimed at youth,
  • an upgrade of the existing fencing around the Meat Processing Plant to prepare for installation of a graffiti wall.

Improvement of the neighbourhood’s image and a rise in attractiveness of the ‘1000-lecie’ Housing Estate in Kartuska Street, an increase in active resident engagement and integration as well as reduction in social exclusion and poverty are the most important outcomes of the implementation of this project. The project will affect the entire area under redevelopment, and will have a beneficial impact on the 2084 Estate residents.
